Biography

Doug is a partner at Woodley & McGillivary. For more than twenty years, Doug has represented unions and employees, with an emphasis on public safety employees, at the Federal, State, and Local level throughout the United States. Doug regularly litigates cases in Federal Court, State Courts, Administrative Proceedings, and before Arbitrators. This is a nation-wide practice, having litigated cases from Hawaii to Massachusetts. Doug has spoken at a variety of bar association meetings, attorney conferences, and client education conferences. He also has considerable experience in drafting legislation at the federal and local level. At the request of the committee chairman, Doug has testified before a hearing of the United States Congress concerning the constitutionality of legislation seeking bargaining rights for our nations' Fire Fighters, Police Officers, and other First Responders.

Doug's practice areas include representing both public and private sector employees who have been denied proper overtime compensation pursuant to the federal Fair Labor Standards Act, state wage and hour laws, and union contracts. This has included representing individual employees as well as representing plaintiffs in class actions and collective actions seeking the recovery of back pay and retirement benefits. Doug represented fire fighters and emergency medical employees in a state wage and hour / contract litigation that settled for more than $43 million. Doug has also successfully represented law enforcement officers, construction workers, restaurant employees, technicians, and a wide variety of federal employees

Another major portion of Doug's practice is protecting public employees' rights to Freedom of Speech and Freedom of Association guaranteed by the First Amendment to the United States Constitution. Doug has successfully achieved, through trail and negotiated settlement, the reinstatement of employees who were fired in violation of their Constitutional Rights, as well as significant back pay, compensatory damages for emotional distress, and punitive damages for such employees.

Doug is a member of the New York, Virginia, and District of Columbia bars, and is a member of the American Bar Association's Sections on Labor and Employment Law, Litigation, and Individual Rights and Responsibilities. He is presently the union co-chair of the Statutory Rights subcommittee of the ABA's Employment Rights and Responsibilities Committee.
